As President and CEO of B3 Group, Inc., Dwight Hunt provides the company’s vision and strategic oversight of its growth. His singular mission focus is in leading the company and its team of talented professionals to deliver excellence in health IT services to both government and enterprise customers.

Prior to joining B3 Group in 2011, Mr. Hunt had a distinguished 20-year career with the U.S. Army, serving in a wide range of Acquisition positions, including Program Management and operational assignments and achieved DAWIA Level III certifications in the fields of Information Technology, Science and Technology Management, and Program Management. He holds a B.S. in Computer Science from the United States Military Academy and a M.S. in Information Systems Management from the Naval Postgraduate School.

As B3 Group’s Managing Principal and Founder, Mr. Palmer has strategic oversight of the company’s operations and go-to-market strategy. Over the last ten years, Mr. Palmer has led a variety of functions for B3 Group to better enable the growth and maturation of the company and he currently leads all Sales and Capture. Mr. Palmer is PMP Certified by the Project Management Institute (PMI), holds a B.B.A. in Computer Information Systems from James Madison University and a M.Ed. from Clemson University in Higher Education Administration.

Mr. Rice brings to B3 Group 25 years of consulting experience that spans federal, state, and local markets. As B3 Group’s COO, he will be responsible for helping the company continue to grow, mature and expand into new federal agencies. He holds a B.S. in History from George Mason University and an MBA from Virginia Polytechnic Institute and State University, Pamplin College of Business.

As VP of Operations at B3 Group, Ms. Coyne is responsible for talent acquisition, employee lifecycle processing, performance management, professional development, employee relations, policies and compliance, and benefits. She holds a Senior Professional Human Resources (SPHR) certification with the Human Resources Certification Institute (HRCI). In addition, she carries a Society of Human Resources Management Professional Certification (SHRM-CP). Ms. Coyne holds a B.A. from Saint Mary’s College, as well as a M.P.A. from Troy University.

As VP of Professional Services, Mr. Stockman leads the execution of delivery on B3 Group projects. With more than 15 years of experience working at Big 4 consulting firms, providing leadership for PMO, finance, and advisory services. Mr. Stockman also support sales and capture activities for B3 Group. Mr. Stockman holds a B.B.A. in Economics from James Madison University, as well as a MBA from George Mason University.

As VP of Technology, Mr. Hensley leads B3′ Group’s long-term technology strategy and vision and is responsible for aligning the appropriate technology with B3 Group business goals, both internally and externally, as well as industry thought leadership.

After graduating from James Madison University in 2002 with a Bachelors of Business Administration in Computer Information Systems, Mr. Hensley initially began working for a federal contractor in Northern Virginia. From there his career became rooted in full-stack software development on enterprise applications within the federal space, working for many clients such as the DOD, FBI, DEA, DOJ, and most recently, the VA which he has worked extensively with since 2007. During his career, Mr. Hensely has been a developer, software architect, project and program manager, and most recently, Director of Software Engineering for B3 Group which he joined in 2016.

Chad Hensley
Vice President of Technology

As Vice President of B3 Group, Mr. Shea will lead corporate development, integration and P&L support of B3’s invested and strategic interests.  He brings 15 years of federal health IT market experiences and over 10 years of commercial “.com” market development and U.S House of Representatives staff.  Prior to B3, he was VP of VA Services business unit leading 350 FTEs on 30+ programs.  He holds a B.A. in Sociology and Criminology from West Virginia University and is industry trained in ITIL and SAFe Agile DevOps.

Ms. Gallagher brings to B3 Group over 30 years of growth strategy, business development and market experience in the Federal Government Sector. As the VP of Growth, Ms. Gallagher will help create corporate strategic plans, lead the company’s capture/proposal and business development teams in support of the corporate growth initiatives. Ms. Gallagher holds a B.S. in Marketing from Radford University and is the current Chair of the Advisory Board for the Davis College of Business and Economics at Radford University.

As the VP of Emerging Markets, Mr. Garvey leads the Emerging Markets team on B3 Group projects. Mr. Garvey supports sales and capture activities for B3 Group.  He has over 15 years of experience in supporting projects for federal and commercial clients, with a focus on Health IT, Mobile and PMO.  Mr. Garvey is PMP certified and holds a B.A. from New College of California, a MBA from Touro Graduate School of Business, and a J.D. from Florida Coastal School of Law.

As Vice President of Quality Compliance and Ethics, Ms. Meadows is responsible for driving quality and process efficiencies throughout B3 Group. She has over 12 years of experience in business operations, focusing on business management, program management, quality management, relationship management, and leadership. Ms. Meadows works closely with B3 customers, partners and employees to address and resolve quality issues. Additionally, she supports the company’s operation by leading projects and maintaining its quality certifications. Ms. Meadows is an Exemplar Global Lead Auditor and is Leading SAFe Agile 4.0 certified. She holds a B.A. from Capella University in Business Administration and Management.

As Director of Proposals, Ms. Henry is responsible for providing leadership and continuous improvement of the proposal process for all sales opportunities. With 8 years of experience in proposal management, she has expertise in managing the proposal process, Request for Proposal (RFP) analysis, creating the final proposal package, and ensuring compliance with all proposal requirements. Ms. Henry holds a B.S. in Marketing from Bentley University and is Association of Proposal Management Professionals (APMP) Foundation Level Accredited.


Anastasia Henry
Director of Proposals

As a Director in Professional Services, Mr. Garcia is responsible for driving portfolio and program delivery, execution, and profitability.  As a recognized senior leader and professional with over 20 years’ experience in IT Program/Portfolio Management and IT Consulting Service, has successfully led large IT program teams and divisions in the deployment of IT infrastructure solutions, data center deployment, Network Security Operations Centers (NSOC), and Business Process Improvement.  Additionally, Mr. Garcia has led many IT Programs associated with the multiple multi-billion dollar highway and tollway projects throughout the U.S. Mr. Garcia’s leadership, strategies, and techniques have translated into both short and long term savings for many global partners, clients, and strategic alliances. Mr. Garcia received his Bachelor’s degree in Accounting from Texas A&M Corpus Christi.  Art has been a Certified Project Management Professional since 2005.

As Director of Technology for B3 Group, Mr. Rothwell is responsible for providing corporate-wide technology and sales support for all areas of B3 Group.  He has over 20 years of experience in technology, focusing on software development and engineering, architecture, cloud technologies, and emerging technologies. Mr. Rothwell works closely with B3 customers, partners and employees to provide thought leadership and advanced technical solutions.   Mr. Rothwell holds B.S. degrees from Presbyterian College in Mathematics, Physics, and Business Administration.

As Director of Finance, James Hoffman is responsible for overseeing all financial operations of B3 Group, including auditing, taxation, financial reporting, and payroll. In his current role, Mr. Hoffman provides extensive cross-functional leadership to the organization in improving processes and operations to achieve short and long-term financial objectives. He holds a B.S. from George Mason University in Business Management and Administration, and is a Certified Public Accountant (CPA) by the State of Virginia.

As Director of Human Capital, Ms. Coleman oversees the talent acquisition and employee relations for all B3 Group staff.  Ms. Coleman’s responsibilities also include performance management, compensation planning, HR policies and compliance, employee lifecycle processing, professional development, and employee benefits.  Ms. Coleman holds a B.B.A. in Marketing from the University of Massachusetts as well as an M.B.A. from George Washington University.

As Director of Professional Services, Mr. Tsai is responsible for driving portfolio and program delivery, execution, and profitability.  Mr. Tsai has over 16 years of experience in Program Management, Business Development, Systems Engineering and Integration, and Organizational Management.  Mr. Tsai has successfully lead and delivered programs for both the commercial healthcare sector and federal clients including DHS, DoD, and VA.  Mr. Tsai holds a B.S. in Electrical Engineering, as well as a MBA from Old Dominion University and is a certified Project Management Professional (PMP) since 2007.

As Director of Strategic Communications and Marketing, Ms. Chase handles daily communications activities and develops marketing strategies that complement our continued growth and innovation practices. In her role, she works with both the operations and growth teams to develop solutions and partnerships that support strategy and brand for the B3 Group.  She brings more than 15 years of experience in the GovCon industry working for small and large organizations to include MCI WorldCom, Stanley Associates, and ProSphere. She is a graduate of Old Dominion University with a B.A. in Interdisciplinary Studies, with a concentration on Public Relations and Marketing.
